Studio Ponchio’s Codigoro office is at Via IV Novembre 33, in the town centre. From here we handle accounting, payroll, tax returns and company matters for businesses, professionals and families in the Ferrara part of the Po Delta. Meetings are by appointment only, which can be arranged on 0533 710240.

Who runs the office

The office is headed by Dario Ponchio, dottore commercialista (Italian chartered accountant and tax adviser) and statutory auditor, a member of the Ordine dei Dottori Commercialisti e degli Esperti Contabili di Ferrara (the Ferrara professional body of chartered accountants) and entered in the Register of Statutory Auditors kept by the Ministry of Economy and Finance. He trained at Bocconi University and the London School of Economics and works in Italian, English and French, which is useful to local businesses with partners, customers or suppliers abroad.

Codigoro is also the registered office of Studio Ponchio Società tra Professionisti Dottori Commercialisti CPA S.r.l. The other offices are in Ferrara, at Via Bagaro 3, and in Milan.

What we handle for local businesses

The day-to-day work is that of a full-service firm: accounting and financial statements, payroll and labour costs, tax returns, companies and SRLs (Italian limited liability companies), tax audits and disputes. In the Delta, however, each sector has its own tax and social security rules, and the work has to be organised around them.

Fishing and shellfish farming

For VAT purposes, the farming of clams and other shellfish in the concessions of the Sacca di Goro falls under the special VAT scheme for farmers (regime speciale dei produttori agricoli), which the law expressly extends to mussel farming, oyster farming and the farming of other molluscs and crustaceans: deductible VAT is determined by applying the flat-rate compensation percentages. For income tax purposes, farming within the statutory limits produces agricultural income, while the excess contributes to business income, under its own calculation rules; sea fishing is treated differently and has to be checked case by case. When a member delivers produce to the cooperative, the supply is deemed to take place on payment of the price, and the invoice, issued by the member or by the cooperative on the member’s behalf, is the document on which the periodic VAT settlements and the annual return rest. An overview of the Delta’s sectors is on the page accountant in the Po Delta.

Agriculture

For farms on the reclaimed land, growing arable crops, rice and vegetables, the main issues are income determined on a cadastral basis, the status of imprenditore agricolo professionale (IAP, professional farmer) and the choice of legal form. IAP status requires professional competence, at least half of total working time devoted to farming and at least half of overall earned income derived from it; in less-favoured areas the thresholds fall to a quarter. Together with enrolment in the agricultural social security scheme, the status also matters for IMU (municipal property tax) on land. Those who combine the farm with hospitality will find the main points in the guide to the taxation of farm stays (agriturismo).

Tourism

Beach establishments held under concession, bars, restaurants and holiday homes at the Lidi (the seaside resorts) share the same seasonality: fixed-term hiring, takings concentrated in a few months, investment to be planned over the winter. From 2026 the tax regime for short-term lets applies only to those who let no more than two flats on a short-term basis in the tax year; with three or more flats the regime applies to none of them and the activity is presumed to be carried on as a business. Each unit offered must have a codice identificativo nazionale (CIN, national identification code). The analysis is in the short-term lets observatory; for seasonal staff, see the guide to labour costs.

Retail and crafts

For shops, workshops and small businesses in the towns, the main questions are these: the choice between the ordinary regime, the simplified regime and the regime forfettario (flat-rate scheme), electronic transmission of daily takings, periodic filings, and conversion into a company as the business grows. For those starting from scratch there are guides on how to register for VAT and how to set up an SRL; for businesses in difficulty, there is the page on business crisis.

From nearby municipalities

The office is the firm’s point of reference for the municipalities of the Delta. Approximate road distances from Via IV Novembre are: Pomposa, a hamlet of Codigoro, about 7 km (10 minutes); Massa Fiscaglia about 10 km (10 minutes) and Migliarino about 18 km (20 minutes), both in the municipality of Fiscaglia; Lagosanto about 10 km (15 minutes); Bosco Mesola about 15 km (20 minutes) and Mesola about 17 km (25 minutes); Jolanda di Savoia about 18 km (20 minutes); Comacchio about 19 km (25 minutes) and Porto Garibaldi about 25 km (30 minutes); Goro about 23 km (30 minutes) and Gorino about 29 km (40 minutes). In summer, journey times towards the Lidi are longer.

For those working in fishing, farming or tourism in this area, the recurring topics are collected on the page accountant in the Po Delta.

Frequently asked questions

Do you act for clients in Goro and Mesola?

Yes. Goro, Gorino, Mesola and Bosco Mesola fall within the area served by the office: Goro is about 30 minutes from Codigoro, Mesola about 25. Documents and routine filings can also be handled remotely, with meetings at the office kept for the stages that require them.

Do you work with fishermen’s cooperatives?

Yes, both with the cooperatives and with the members who deliver produce to them. The relationship between member and cooperative has its own VAT rules: the transfer of produce is deemed to take place on payment of the price, and the invoice may be issued by the cooperative on the member’s behalf, whether for farming under concession or for fishing at sea or in the lagoon. What changes is the member’s regime: farming falls under the special VAT scheme for farmers, fishing at sea or in the lagoon does not. It is advisable to set everything up clearly from the outset. For the cooperative we can also handle accounting, financial statements and payroll.

How do I make an appointment?

By calling the office on 0533 710240, by writing through the contact form or via WhatsApp. Meetings are by appointment only; if you prefer, you can ask for a video call.

Is it better to come to Ferrara or to Codigoro?

It depends only on which is more convenient for you. The file and the professional handling it do not change. Those who live or work in the Delta usually choose Codigoro; those who are often in Ferrara can arrange to meet at Via Bagaro 3.

What documents should I bring to the first meeting?

An identity document and your Italian tax code, which are also needed for the anti-money-laundering identification required by law, your most recent income tax return and, for businesses, the company register extract (visura camerale), the latest financial statements or management accounts and the most recent VAT returns. If there is an audit or a notice from the Agenzia delle Entrate (Italian Revenue Agency), it is advisable to bring it straight away. Anything else is requested later, only if needed.

Do you also handle staff payroll?

Yes: payslips, contributions, filings with INPS (national social security institute) and INAIL (national institute for insurance against workplace accidents), hiring and terminations, including for seasonal staff and cooperative workers. Details are on the payroll and labour costs page.
